The University of Colorado Denver (CU Denver) has received a letter of intent from India’s University Grants Commission (UGC) to open a degree-granting location in Hyderabad, the university said in a media release dated 6 October 2026. It plans to admit its first cohort in August 2027. The CU Denver Hyderabad campus, University of Colorado Denver says, will open with programmes in business, computing, engineering and analytics.
The letter of intent was issued under the UGC’s 2023 regulations for foreign higher educational institutions, according to Business Standard. It is not final permission to teach. CU Denver’s release says the approval is pending accreditor review, and the chancellor, Kenneth T. Christensen, told The PIE News that admissions will open once the university receives final UGC approvals, which it expects in the coming months.
CU Denver describes itself as the first public American university authorised to establish a degree-granting location in India and the first foreign university in the state of Telangana. The first US university authorised to set up a degree-granting campus in India was the Illinois Institute of Technology, which received a UGC letter of intent in 2025 and a letter of approval in 2026 for Mumbai, according to The PIE News.
What has been announced
- Programmes: the first year will cover business, computing, engineering and analytics. Further programmes will be submitted to the UGC for approval from year two onwards.
- Partner: Emeritus, an education company, is the strategic joint venture partner in India and will handle non-academic functions. Ashwin Damera, co-founder and chief executive of Emeritus, is named in the release.
- Timing: the first cohort is planned for August 2027, conditional on approvals.
- Scale of the parent: CU Denver was established in 1973, is governed by the University of Colorado Board of Regents and serves about 14,000 students, with more than 100,000 alumni in over 100 countries, according to the release.
The university links the move to India’s National Education Policy 2020.

The regulatory path is set out in the UGC’s regulations on foreign campuses, notified on 7 November 2023. To qualify, a foreign institution must rank in the top 500 of a global ranking overall or by subject, or show outstanding expertise in a particular field, at the time it applies. A standing committee has 60 days to assess a complete application, and the Commission may then grant in-principle approval and issue a letter of intent within a further 60 days.
The campus must be set up within two years of that in-principle approval, a deadline the Commission can extend case by case. When the institution says it is ready, the standing committee checks the site and the Commission issues final approval, with or without conditions, within 60 days. Approved campuses set their own admissions processes and fees, which must be transparent and reasonable, and must publish a prospectus at least 60 days before admissions open. Programmes cannot be delivered online or by distance learning beyond a tenth of course requirements, and cross-border movement of funds falls under the Foreign Exchange Management Act.
Those rules frame what happens next for the CU Denver Hyderabad campus. University of Colorado Denver cannot admit students or collect fees until final approval is issued, and its two-year clock to set up runs from the in-principle approval, which makes the August 2027 target workable on paper even if the remaining steps slip by some months.
What is not disclosed
CU Denver has not chosen a site. It told The PIE News it is looking for an accessible location near Hyderabad’s industry base. Degree titles, tuition fees and cohort sizes have not been announced; the chancellor said cohort sizes will be set as campus planning is completed. The release does not give the investment involved, the financial terms of the Emeritus joint venture, the accreditor conducting the review or the date the letter of intent was issued. International study options for Hyderabad students, such as exchanges or transfer routes to Denver, are still being developed.
The chancellor did not confirm any connection to the Telangana government’s planned Future City development. Telangana’s chief minister, A Revanth Reddy, said in September that the University of London and Northeastern University plan campuses in Hyderabad, and state officials have said the University of Birmingham is interested in Future City, The PIE News reported. None of those plans confirms UGC permission.
The Illinois Tech precedent
The only US institution further down this road is the Illinois Institute of Technology. The Chicago university announced UGC approval for a Mumbai campus in spring 2025 and confirmed on 14 July 2026 that it had received the letter of approval that let it begin enrolling students, with undergraduate programmes in computer science, artificial intelligence, business and engineering starting in September 2026.
The gap matters for the CU Denver Hyderabad campus. University of Colorado Denver would reach the Indian market roughly a year behind its Chicago counterpart if the August 2027 target holds, and both are selling a similar subject mix to the same pool of students. Illinois Tech’s run from announcement to enrolment took a little over a year, which gives a realistic sense of the remaining timetable in Hyderabad.
